Cartoonist Walt Kelly produced this for the U.S. Department of Health and Human Services to answer parental concerns about the effect of television on children. He "carefully applies concepts of mental health and child rearing embodied in the findings of the 1960 White House Conference on Children and Youth." The dangers, although very real, appear to be blown out of proportion to me, but things were very different six decades ago, when McCarthyism and Dr. Fredric Wertham were still in the rearview mirror.
Your cast of characters include Mother (Pogo Possum), Father (Albert Alligator), Child (Rackety Coon Chile), and Psychiatrists One and Two (Howland Owl and Churchy La Femme).
Despite the hype, most of the recommendations are common sense ones.
I do take issue, however, with the opinion given about folk singers.
